@TheGoaler_PSN not being on the cover isn't going to make Soto not jog to 1st or to a fly ball that drops in front of him. Dude is overrated.

MLB does not have the final say. They can certainly make suggestions, and they can restrict anyone from the permanently ineligible list (Sorry, Shoeless Joe fans), but SDS has the final say.

Out of curiosity, how do you know this? MLB owns the license, is a publisher, and has already forced Sony to make it multi platform. I would be shocked if they give SDS that kind of control with the most visible thing about the game.
Game developers almost never have the final say when a publisher is involved. Occasionally developers can get freedom (FromSoft), but this is pretty rare.
