In terms of throwing velocity? Probably Chapman. Anybody with the Outlier perk will touch 102 on their primary for the most part.

84 Dibble throws harder than Chapman consistently.

Chapman I think is the highest (102) Ive used followed by Goose and Dibble. The new Kopech also gets it up there in a hurry. The quickest delivery is has to be Kimbrel. It is almost like a quick pitch. He is great to grind out CPU games fast.

I faced the diamond kopech and he pumped 102 consistently until he started to tire

He received a little attribute boost and I feel like he is throwing faster than before the update...I've had his card several weeks and I don't remember him throwing 100 plus as often prior to the update. He's also pitching exceptionally right now, I bet he gets another boost this Friday.

would like to know this purely from speed of delivery - other than Burnes (who I have not unlocked yet) any other starters you guys would recommend?

It's actually called Qwirks and that info is displayed in details of cards. If they have qwirk it works, but qwirks from players you face can offset other qwirks if that makes sense?
