how do I get the Legends?

Several ways! If you order Digital Deluxe you will get two choice packs day of launch. Choose 1 from each pack.
Launch day all legends in the 42 pack they showed and continue to show will be available day 1 through various ways they were not specific about how, but it is implied through moment, conquest or specific player programs.
They have packs in previous versions of game in the marketplace with a chance of pulling a legend as well. XP rewards usually has legends available as well just for playing game and earning XP. This is just a few ways hope this helps.

The only legends we know for sure how to acquire are the '42' cards. All the other legends we can only speculate about.

Open packs, play DD modes, play your "ballplayer" ??

Also all legends that have been revealed are available to use in Exhibition or Franchise via Legends Teams and the Free Agent Pool.
