Can we get a fix for the lighting on the light towers? The lights all basically point straight down

I've done a lot of testing and it is really hit and miss.
Some of the towers I can get to aim straight and others, not. Some towers I can get it right in one spot and not in another.
It's really strange what could be causing this.
