Why is Matt Shaw of the Cubs not in the game? Seems like most first rounders are.

There are only 17 draft cards in the game and the Nationals got 2 of those so 16 teams got a draft card and 14 teams did not get one.
In the NL Central the Cubs, Cardinals and Brewers were left out.

You'll probably see him in AA next year.
