Input lag is gonna be around 9-10ms at the lowest at 60hz.
The 5 ms he is talking about is refresh rate at most likely 60 MHz and if you have 9-10 ms of input lag than you are in a really bad situation. Input lag should be no more than 3 ms and most gaming monitors (mine included) is less than 1ms

I would say that is true. I play on a 75 inch LG. Tried to play on my 360hz Asus and it just wasn't for me. Might have been a little faster, but it wasn't that noticeable if so.
What was tremendously noticeable, was the difference in the size of that batter's box. I can sit comfortably on the other side of the room, lean back in my gaming chair, and still pick up the pitch perfectly. Not so with the 24.5 Asus.

What’s amazing is that a projector that I bought in 2014 is still faster than any TV I’ve had. Fun to play at 100” from time to time.

I bought a monitor ( budget one ) and I can hit the ball now ! Less "wow" but if you want a difference in the gameplay maybe you could check this option !
