First of all, there are in fact 22 of the 33 Negro League cards are higher than an 88. 12 of those are 90 and 91s
But it is just not the negro leagues. There are 144 Legends in the game with cards below a 95 with some Hall of Famers like Willie Stargell who still only have a gold card. Many others with their best card in the mid to upper 80s.
Could they do a better job of mixing these guys in. Yes, probably. But it is somewhat understandable that they focus on live series players during the actual season.
If it wasn't dinner time and I wasn't so lazy it would be interesting to see what percentage of Legend position players who have high cards are switch hitters. My guess would be more than not.

Either right before or right after playoffs probably a exchange for all the 80/92s will appear.

Rap Dixon is my all-time fave from the NGL players. Even last season, but his 99's swing from last year was different, and he wasn't as automatic.
I have Cool Papa Bell as my 5th starter, but mainly for pinch-running, and a defensive replacement for slow 1B men in Conquest games. -
