Getting already owned cards in special pa ks

I’ve been getting the same cards I already own in April, city connect, etc special packs. I only have a handful in each category, how do I keep getting my duplicates? It’s brutal to grind through programs to get awarded these packs of cards I already have and is wasted because it doesn’t help collections. Is this something others are experiencing? Anything San Diego Studios can do to help better randomize packs? Maybe I’m just super unlucky?

Dude this was a huge problem last year with the new thread packs- I got the same four players I kidd you not, 10 times.

@Sarge1387_PSN If I'd have seen one more Termarr Johnson card come out of the pipeline pack, I would have thrown my monitor out the window. I'm not joking when I say that I pulled a dozen of that one card in the 2-3 week stretch after the pipeline cards were released.
