Getting already owned cards in special pa ks

I’ve been getting the same cards I already own in April, city connect, etc special packs. I only have a handful in each category, how do I keep getting my duplicates? It’s brutal to grind through programs to get awarded these packs of cards I already have and is wasted because it doesn’t help collections. Is this something others are experiencing? Anything San Diego Studios can do to help better randomize packs? Maybe I’m just super unlucky?
