I don't agree that it is "pay to win" but it is clear that they are pushing stub and pack purchases HARD. I said that last year on more than one occasion but they have kicked it up a notch.

Need more ways to earn packs so can sell to be able to buy these packs. I have completed TA, Rank, BR, conquest, showdowns, and half way through events. I have no other way to earn packs to be able to get the stubs needed for so many packs for buy only

They are trying to get as much stub transactions as possible from the average skilled player. The low skill players are happy playing CPU on rookie and veteran. The high skill players are finding ways to grid to get the required stubs for greatness.
Thier target is the 50% that fall in the mid-tier. The ones not on the forums. They are good enough to hang with the top tier if they had the better cards but not happy or don't have the time to grind everyday.

Why can't they just give everybody who gets the game all the cards on day one? That way nobody will ever complain again and SDS doesn't have to release new content until the next version?

@theBlindRhino would that give them time to make more than one little tweak to the next game? They’d only have a year to do anything though.

They aren't. There are a plenty of good cards that are free.
