There have been multiple promotional packs available on Xbox that have not been available on Playstation. I think they were under Game Pass Ultimate Perks. You can check to see if they're still active. I claimed mine a few months ago.

I've been playing since launch and was able to claim it. If you can't download it, you must be experiencing a different issue. I assume you have PS+, right?
