In all serious though. You are gonna have to just put in a buy order until enough people pull him and sell him off. He was added late into the game so enough arent in circulation yet. There is no way to skip the wait. I dont have any, I have sold off any I pulled as I got them.

There are currently 11,934 other people who just want to try out Chipper and are willing to spend 2500 stubs on a common to do so. You're gonna have to wait in line like everyone else.

People can't sell the card directly to another player. Cards are being sold to the highest bidders (2,500 stubs is the max) in order that the orders were placed. The only way you can get the card is place a buy order for the card and wait 8 or 9 days or buy a ton of packs and hope you get lucky.
The good news is that over the last couple of days it appears that more cards are being sold than buy orders are being created as the number of buy orders has fallen from over 13,000 to under 12,000.
