That site is a legit site, they only expose exploits however the hack you are talking about isn’t actually a hack it’s called DDOS and you have to have knowledge of networking protocols to be able to take advantage of this. It’s also highly illegal and easy to track if you know how to use a packet sniffer like wire shark or Cain and Able. If you become a victim of this type of an attack you should immediately contact your isp so they can launch an investigation as they have the ability to use the data they collect from you to trace the origins of the attack. Most people who do this don’t understand how to mask their own IP address so as to not be traced. It’s also very expensive as you must a special router to do this. I always run an analyzer to catch these predators and have successfully caught many that have tried to take down my network. But I’m also a network engineer so I have a bit of an advantage.

A person would need to use thousands of gb’s of spam to take one of those servers down. That’s the equivalent of a large bot farm which would cost thousands of dollars to accomplish this task. Our servers are not dedicated and would only need 2-3 gb’s of spam to accomplish the same task.

I run opensource firmware on my router and it implements built in VPN and If I set my VPN location to somewhere in my state or a couple neighboring states, I literally lose no performance in latency and all around connection strength. I lose a little in DL/UL speed but I have 1G/1G which is overkill as it is.. even I lost 70% of that, it's still overkill for online gaming.

Cain is for password cracking.... And not a single person that knows how to flood someones Ip is going to do it advertising their own IP address lmao. Even a moron first timer can randomize the source IP every packet sent so you'll never know who it was. It's not expensive or hard to do and you dont need a "special router'.
