Nobody knows for sure but there are two trains of thoughts among players.
Set 1 cards become mostly obsolete for season 3 and beyond. There will be some content that is not restricted that you may be able to use them with but season content (ranked, programs, new conquests, new mini-seasons) they will not be allowed. Maybe the final program of the games cycle will allow any set to be used but not before then.
There is a group who believe that they could be reinstated in later seasons (4, 5 and 6). Maybe SDS cycles content and a later season will allow you to reuse set 1.
I fall into first category. I believe seasons 4-6 will function the exact same as season three where you can use the current set and the previous set only. Despite the fact that I have been accused of being a shill multiple times I think this is a very strategic monetization by SDS. Why limit the amount of Stubs people spend just doing the live collection when you can get them to spend even more by having the live collection and 6 separate set collections.
I probably have already spent almost as much on St Louis Cardinal Players this year as I did to get all of them last year and I still don't have them all.
