We have no idea what the issue is.
It could be that somebody got sick or there was a snafu in securing the rights or any number of issues since none of us know what goes into releasing this content.
There are decisions they make that we can definitely criticize them for but assuming the worst in this instance with no actual evidence is premature at best.

Without knowing the actual process it is hard to even guess.
I mean in the end it could be laziness but I highly doubt that it is, and I won't just jump to that conclusion without proof.

We won't get a reason or explanation. They'll just release the pack when it is ready and that will be it.
