So I'd like to know if I'm misremembering this or if this is how it's always worked.

Let's say it's a R vs R matchup. I throw an away slider / cutter aiming for the lower outside corner. I have the PAR largely outside with the arrows pointing at the corner or even a bit outside of it. I throw it 0.06 late. Since it's late, I'd expect it overthrown to the outside to where it potentially get away from the catcher. An early release would've meant the ball was going to land toward the center of the plate.

This year, that doesn't matter. A late release can go opposite arm angle, vice versa.

Is this how it's intended to work this year? Have I misunderstood all along?

I thought it was early is always be up. Late should be low. Inside and outside is based on the error of degree with the right stick.

I’m like 100% sure that is how fastballs are at least, maybe with break it changes but I don’t believe so.

Being very late or very early will definitely affect your catchers blocking. You can aim almost anywhere and if it’s perfect they will block it. Not so much if you’re early or late.

I played an event game today where, starting in the second inning, my pinpoint meter kept skipping to the midway point immediately after starting it up. Granted, I was trying out 64 Carlos Vargas, but the way it felt like it was skipping rather than traditional lagging had me paranoid. Now I know it was just my connection / server; however, when the games are in progress, my paranoia is taking over wondering if the game/connections are glitching, opponent cheating, or do I actually need to make an adjustment. That was the only game that occurred though.
