Bonds did not even allow his image to be used in the game while he was still a player. So unless he has changed his mindset since then that is not on the devs.

They can't just put whoever they want in the game without their consent and paying them for their likeness rights.

Or maybe Bonds has never wanted his likeness in any game, and no amount of money would convince him otherwise. Do you know how many people would buy MLB The Show 26 if Bonds was in it? It would be the best selling sports game ever. SDS would be stupid to not offer him incredible amounts of money for his likeness.
