The video went into good detail on how it works. You guess the half of the plate (inside or outside) that the pitch will cross the strike zone. If you guess right, then your PCI will double in size. If you guess wrong, it will shrink to half the normal size.
Therefore, this is not a timing reward for being right nor a timing penalty for being wrong. It is instead entirely a matter of the effective size of your bat in terms of placing the PCI on the ball. In short, you still have to time the swing correctly.
