Ichiro is more likely because he's been out of the game since 2019.
Pujols and Miggy both hung it up after the 2022 season and unfortunately there seems to be a multi-year gap between an active player retiring then coming back into the game as a Legend. Sometimes it's more than five years while there have been rare instances where a guy returns the very next year (Granderson). They can't just add whoever they want. Once a player is no longer active, SDS has to individually negotiate with that person to use their likeness for the game. Some guys are all about it while some aren't and the bigger names will usually cost more to license.
Can't say for sure, but would guess that we still have a few more years to wait before they reintroduce those two into The Show.

@SakAttack87_PSN id actually take the opposite standpoint. Ichiro is in the Japanese baseball game, and did the motion capture for it. So I can’t see them going, “yeah, go promote that game too”
On the other hand Miggy and Pujols are wildly popular with the community and I can see them being back sooner than later. Much like Andrew Miller who was only gone for a year after retirement.

Isn't Ohtani in that game too though?
I think we all would like to have more insight on the Legends negotiations and how those play out every year. There are probably some names they reach out to annually, but have never been able to come to terms with.
