There have been steroid guys coming into the game for years now with the likes of Giambi and Sheffield. I think that barrier was permanently removed though when both Sosa and McGwire were added.
The issue with most of these players was never about steroid use. It's just a juicier opinion than the likely reality that those guys either had no interest or wanted a crazy amount of money.

They're not going add everybody in the same year. You dole out 1-2 biggies a year to use as "Why You Should Buy This Iteration of the Game", just like in years past...

Winfield, Berra, Williams (Ted?), Reese, Hornsby: have already been in the game and didn't renew their rights
Gooden, Yaz: Never in the game
Lincecum, Posey, Beltran, Pujols: Rights expired when they retired. Have yet to renew their rights as a Legend. (And they usually wait at least 4-5 years, so don't expect Posey & Pujols for a bit.)
