How are players selected for mlb hr derby?

Can anyone sign up or do they have to have a minimum number of hr ?
Imagine some bench player just wins the hr derby. Lol. -
in 2019 Vladdy wasn't an Allstar but was asked to participate in the Derby...he technically "won" because he mashed the most homers ever in a single derby, but lost because of the (stupid) format
