why are stadiums so dark at night games?

I've noticed that even in the CAS stadiums, its almost impossible to have the outfield properly lit up. Side note to that is with CAS we're not allowed to have lights anywhere near the batter's eye, yet theres a few stadiums that have light banks behind the eye...
