Well, from what I’ve seen, having a Captain card boosts other cards which could conceivably make them up to a 99. Kinda like the supercharge last year but we don’t actually know yet. That’s my guess.
Plus last year they gave 99s to Elvis Andrus and Eric Hosmer. So the bar isn’t super high.

Hopefully it works that cards like Elvis and Eric are these 99 out the gate as "season 1" cards cause then no one really gonna care they are gone season 3.

I think it's still alive. They mentioned it in the stream where they introduced captains and sets.

They only showed a tiny bit,but captain abilities improve with parallel levels.
