How about lowering the base ratings of players so you get more of a spread. Like from 20-99 amd make it harder to have so many players in the 90+ rating? Even the "great" players were not all 99's.

And then you get 2018 with basically 0 lineup variety, neither way is perfect but I prefer more cards being usable then only the elite getting 99s

Even less likely Live Series will be used beyond the first week or so of release.
