Bullpen ERA bet

Hey all, I need some help to figure out a bet. I’ve got a few going on the M’s vs Jays Series right now. One is for lowest bullpen ERA. So in your opinion, would you consider the opener from last night (Banda) as the starter or part of the pen? Same question for Lawrence who was the scheduled starter that followed him.
Any input and opinions would be much appreciated!
