It also seems to always be a pitchers least used/weakest pitch...the more you throw those, the more you are playing with fire

The only time I've found it useful is with pitchers like DeGrom with a hot 4seam, where there is a speed differential, it can be used to unbalance people that are cheating to catch up with the heat.

Personally I only use the 2 seamer as an out pitch and always throw it just outside of the zone. For me whenever it ends up in the zone it gets hit into the stands.

I only ever throw 2sm to the same side as its break. I will never throw it to the opposite side of the plate where it can break into the middle.
If you keep it on the same side it can only break in. Great pitch to use vs opposite handed hitters, I get a lot of roll overs.

i feel its best effective throwing to inside corner and letting it work in off the plate

2-seam fastballs used as waste pitches either slightly or drastically under the zone are good to set up change-ups and sliders for strikes. The small amount of pitcher hand side tail can be effective to generate weak contact.
