Quark, A quark is a type of elementary particle and a fundamental constituent of matter.

You are asking a lot man. Think you are God?

He meant quack. He wants a duck.

I’m pretty sure he meant Quark, the Ferengi bartender from Deep Space 9. It’s an older reference, sir, but it checks out.

The outlier quark is a passive quark, like bomber. It merely indicates that the pitcher can achieve the maximum in game velocity (102mph) on the pitch in question. If Nate Pearson consistently throws 102mph with his fastball, the card would indeed have the outlier quark for that pitch. Some pitchers, like SS Nolan Ryan have both outlier 1 and 2 quark, which indicates they can achieve maximum in game velocity (102mph) with both the primary and secondary pitches in their arsenal.
