July monthly exchanges

So I started working on the moments and missions for July program. I did about 50% on the exchange for stage 1 and completed the moments for Schoop. Then I started working on stage 2 and completed all the exchanges for stage 2 because I had most of the high end dodgers already. However now for some reason it’s not letting me go back and complete the exchange on stage 1 which I hadn’t completed yet.. is this a known bug or is it supposed to screw you over like this if you jump ahead on exchanges??

Once you move into a new stage, you can’t do missions from a prior stage for progress. All stages only allow you to do those specific stage missions for progress in that stage.

It is obvious ,isn't it? once you are 25/25 you can't any more points there.
