Venditte and Ohtani exclusives

When can I make a Venditte or Ohtani?
It might have been talked before but haven't found the thread. In general after play testing it, these two have built in features and game play capabilities exclusive to them. I am really wondering when can everyone create these types of players. Either create new player or RTTS. I remember a few years back a hot fix was two of Venditte on a roster one left and one right. With whom ever he belonged that roster can be a 41 man roster.
If you don't know who Pat is he is a switch throwing pitcher, and Sho is a SP, OF.
Now that they are full fledged in the game, when can I make a ie; SP, SS In any capacity? It's already there, and it would be awesome to see these capabilities come to fruition. Also would love to be able to make a LH Catcher as well.
What is the communities thoughts?

From the way I understand it, to get a 2 way player in franchise, you have to take a pitcher and play him in the field for so many innings and get so many ABs and he will develop into a 2 way player.
Someone said on Jeter that he had a RTTS pitcher who kept getting put into the field, likely because he had good hitting stats.
But based on how Ohtani is used by the CPU in MTO, they still have a lot of issues with 2 way players

You get pretty good batting attributes (for a pitcher) if you use the flamethrower archetype on RTTS. I want to say it’s like 60 power. Maybe if you hit good enough, something may come from that.

Bringing up Venditte makes me ask the question - What is the threshold for having a player in the game? Venditte threw 3.1 innings last year and 14 in 2018 and is not in the game. Ryan Feierabend threw 5.2 innings last year and before that, hadnt thrown any innings since 2014.

Yeah it maybe, Brandon Phillips had 27 PAs in the majors 18 and nothing at all in the minors last year, but he has continued to say he still wants to play, and he is still in this years game.
