How in the world are there teams with only 7 flashback cards while there are also teams with 20+ right now?

-
This year was kind of an anomaly due to the WBC and Spring Breakout
The Astros, who have only 7 cards, had no WBC cards and no Spring Breakout cards
The Reds, who also have 7) only had one WBC player and no Spring BreakoutThe Red Sox have 22 cards - They had 9 WBC Players and 1 Spring Breakout Players
The Mariners have 21 Cards - They had 6 WBC Players and 5 Spring Breakout PlayersWe have to hope that all these players who got WBC cards won't get cards for the next few months and the gap will close somewhat.
