upward arrow, glowing attributes for legends and flashbacks

Some, but not all of my legends/flashbacks have attribute bars that are upward moving arrows and the number at the top glows a little.

What do these do? Are they some kind of boost like the Live Series Inside Edge? Are they random/unlocked somehow?

For example, my Raul Ibanez has Con R and CLT this way.

I would try uninstalling and reinstalling the game. This seems like an error.
