Why do we not have certain players ?

Hi there. Ive been enjoying this game for a few years now and still love it.
I was just wandering why we dont see players like Phil Niekro...Ichiro....Godzilla Matsui ...Shiggy Hasegawa, RA Dickey just to name a few. Im sure there are lots more still missing.....

At the end of the day it probably simply boils down to budget and licensing rights.
