Edit - Bernie is also listed from Slovakia
So does Slovakia = Puerto Rico?
Would be helpful if someone from SDS clarifies this.

You dont need season 3 cards for any of the programs, other than season award drops Topps Now/Awards missions.

99 Lindor and HRD Baez got another 6 XBH! This was with a mixture with the O'Neil Cruz boost for Pirates XP with AS Skenes pitching. -

The website also shows Slovakia for all Lindor cards.
But in my opinion, if you are going to have a mission that is limited to nationality then you should have a way to search for those cards instead of making players go through their inventory players one at a time, guessing on which ones which may work.
I've said it before so I will reiterate here. There should be a filter for Program/Mission when filling out your squad.

the baseball magic was working for him yesterday:
1st righty to get a splash hit at giants stadium and he was wearing number 21,it was his 21 st homer of the season on Clemente day after celebrating fellow PR Cepeda and he is also from there. -
