They are not. You can look at the collection and see that not only does it specifically say "Season Award Program Players" but the only cards you can currently collect are the three previous cards from the programs (Crochet, Conforto and Blanco)

They've come out and said that it won't be, I think in a game update write-up, responding to the first drop.
What we WILL see is a pack-card collection that will give a chunk of program stars that will be optional -- meaning you won't need it to reach to Lightning card but it will help you get there faster.

Here are the Pack cards. As per usual they are all 1 overall point better than their free counterparts.

Me too. I was expecting one for him. I'm using his Silver! Stinks that it's behind a pack.
