No. The Hall of Fame doesn’t own the image and likeness of the members in there.

Speaking of Hall of Famers that Finest Luis Aparicio card is freaking incredible. With so many high powered cards that are available to slot in at SS this one could easily be overlooked but I encourage anyone to give this card a play for at least three games and see if you don’t find yourself pleasantly surprised.

Just curiousFrom the way I understand it,the hof has a blanket representation for those in like the way the PA does for current players, it's an opt in kinda thing so they might not represent everyone,and I think that it's a negotiation thing on who gets offered/they ask for.
The loading screen ,which goes by so quick on the newest gen,says that the hof provides players.(and the alumni association) -

I understand him now. They as eligible to be used as anybody else as long as the game pays the player for their image and likeness. The Hall can’t say yes I’ll take 50k and give over some players likeness.
