Number retired program can't be finished?

I am 6 points short on number retired program and have completed everything available. So if I didn't get the rare round in the pack it can't be finished?

Pretty sure you have to buy one of the Rare Round cards; if you didn't get one from a pack.

To get the Program Players mission out of the way, I bought all five 4 point players to increase my squad. Huge waste of stubs. I sold back the 4 point player I got from the pack at 85 points for a loss.
You can spend fewer stubs buying a 25 point player, two 4 point players, and get a third from the pack at 85 points. Then doing the moments, conquest, and missions you can complete the program. Actually, you don't even need to finish the Ripken or Mantle missions to get the 100 points.
Points Breakdown
Moments - 32
Missions (except for Ripken and Mantle) - 12
Three 4 point players - 12
25 Point Player - 25
Conquest - 20Total - 101 points and done.

Since when do we have to spend tons of stubs to finish a program?

You can always set it aside and wait to see if they give out the choice packs as rewards elsewhere. Then you won't have to spend any stubs.

You can always wait until they hide so many packs in Conquest that the rare round drops to Quick Sell.

I wont be finishing until they make it reasonable not spending 130K-150K to finish

That's what I'm doing. Personally, it feels a little cruddy that SDS did it this way, but I'll get over it.
I've been saying that a lot regarding this year's installment... "I'll get over it".

A little cruddy is being kind. Worst program of the year because of this and that's saying something since the Father's Day program exists.
Regardless I'll be at 90 points until the packs become more common (might happen, might not) or they add a repeatable pxp (don't expect this).

There honestly is no reason every program shouldnt have the repeatable pxp mission
