I think he deserves a card some where in the program. I don't know exactly where (95/97/98) but I wouldn't put him as the lightning card (and I'm not saying that is what you were alluding to). It is a good streak that has lasted the whole month and is currently the 4th longest streak this season (two at 20 games and one lasted 25 games) with the possibility of moving up further on the list. So far this month, he is slashing .350/.381/.525 with an OPS of .906. I would say that should be in consideration for a POTM card.

The problem is that an 18 game hitting streak does not guarantee either. Topps now is more for single game achievements. Topps could give him one but they have not yet.
Mauricio Dubon got a Topps Now card at 20 games because it was the longest for Houston since 2011.
For POTM you never know what SDS will do for all of the henchmen cards so there is a shot.

I doubt he will be the lightning card. Acuna Jr had an absolutely incredible July.
Arenado's July was very good as well.I could see Moniak and a guy like Andrew Knizner among one of the cards you get before the lightning card though.
