Is there a way to block a player from having to play them again

Just played a major punk game took twice as long from him pausing, stepping off of the rubber over and over again almost every batter. I'm betting he called time 90% of his at bats. Just wish there was a way to not have to play people like this that ruin the game. I dont think I can say his entire psn name but it starts with gam04

Ive read that even if you block someone you can still get matched up with them

Every single player I've blocked on my ps4 I've never been matched up with again. People say it don't work but it has for me.
