I'm seeing people complaining that the packs are base round only. Is that true? Or are people just whining for the sake of whining?

Loaded with standard. BiaH, and headliner packs.

They probably mean that you'll only pull base round cards due to not having any pack luck.

I've been missing those. I only need DeGrom and Tatis to finish the LS collection at this point but getting those last year definitely helped
