Download '21 franchise file from the cloud

Anyone having issues getting their franchise file from the cloud? I double-checked that my '21 franchise file was uploaded to the cloud, but when I went to "download from the cloud" in '22, it said there were no files available.
Am I the only one with this issue? Anybody have any workarounds?

There are no carry over saves this year. You have to start over if you want to play Franchise in 22.

Then why have the option to download from the cloud? What am I downloading to a game that just released?
