They have never said that contact swing is an issue they are looking at. Just because it is the pet peeve of some doesn't make it something that they will fix.

If they do decide to do something then it is probably much more complicated than the other issues you mentioned. Contact swing exists in every game mode, not just online, and it does not need changed in any other mode.
I don't have a horse in this race, but in the past they've explicitly stated that pitch speeds were different between online and offline. So they could very well nerf contact for one but not the other

Could be, but just because one system has been separated out doesn't mean that they all have.

It IS an issue they’re looking at; just taking a really long time finding the issue for whatever reason (priority, complexity, etc)

A normal swing is a contact swing. Your standard approach and swing. The power swing is a different approach. Swinging harder than normal to hit a HR.

In RL:A contact swing is a shortened/compact swing with the intent for max contact on any pitch thrown in any zone over the plate (max plate coverage).
A power swing is a longer/full swing with the intent for max power on a specific pitch thrown in a specific zone over the plate (minimal plate coverage).
A normal swing is basically combination of the two.
Note: For the same reason that some contact swings result in great exit velo, is why some power swings result in little exit velo --- physics.

Contact swing is OP in every single game mode. RS, BR, events, moments, vs CPU. So yes it needs chamge in every single mode.

So would a shorten/compact swing not be slower? If the bat is shorter —- physics—— says the arc is shorter and will generate less bat speed, hence less ball speed.

No a normal swing is normal. Contact is contact. And power swing is power.
So then the game doesn't have a normal swing? That sounds like a massive issue considering it is the norm.

Well, the bat itself isn't shorter just their swing. You are correct though, they should have less bat speed with that approach but not a significant amount. There should still be the potential to hit a HR while contact swinging. The problem is it seems like there is a 5% decrease in power when it should be closer to 15-20 percent.
