I liken the sims to the game Risk. No matter how many fans (troops) you have to attack with, you still only get 5 die vs the opponents 1-5 die. That’s why it takes so long and that’s why you often lose in 10-2, 11-2, 9-1... scenarios. I’m completely making this up in my head, I have no actual proof, but it’s the only scenario I can come up with that explains 1) why it takes so long to sim, and b) why I tend to lose so often.

SDS claimed a few years back that the stats mattered for simulation of conquest. HR/9 in particular. That theory was debunked when the engine in 19 had to have HR/9 nerfed in order to make Kershaw hittable after May. When I would run conquest with Sims using lesser teams, I found that I was getting smacked around so I drank that Kool Aid until 20.
I believe that today, it is somewhat based on OVR team strength and nothing else. So if you ran a team of silver and bronze, you'd get a 50/50 split moreso than what you probably run out there.
Your team is selected already before you enter the map, so something is being looked at.
Is it worth loading up your A team for sim games? Probably not.

I always got the feeling the sim engine was intentionally prolonged to prevent people from just blitzing from stronghold to stronghold, the SDS way of saying, “Whoa, easy there, Genghis Khan.” But the time it takes can be maddening. There’s no more disheartening feeling than beating the last stronghold on the national map and then realizing you still have another half-hour of dull simmed games to knock out the hundred or so remaining CPU tiles one by one.
I guess an easy way to test whether it’s a pure coin flip is to load up your roster with pure 50-level commons and see if you still win about half the simmed games. My money says you will.

Zero percent is determined by what team you have loaded up. You can test it a few times to see if you want.

If the CPU was actually simulating games then each game would take a different amount of time to resolve. But in conquest, every "simmed" game takes exactly the same amount of time. I do not know for certain, but I believe that there is a delay programmed in to add a dramatic effect to a dice roll type outcome.

I think it processes the sim based on your OVR. That's just me though.
With the ridiculous RNG ranges though, you'd have to sim out a whole USA map twice in order to really see a difference.
Not worth anybody's trouble being perfectly honest.
