Missing stubs

I purchased $50 in stubs yesterday from the PlayStation store, and they have yet to appear over 12 hours later, has this happened to anyone else? I have the receipt from PlayStation and the $50 has been charged to my card...this is a sign to not buy stubs

Put in a support ticket. I'm not saying that will fix anything, but that's really all you can do to try and fix the issue.

I went through the exact same thing. I put in a support ticket with SDS and they told me to contact Playstation to resolve the problem. I Contacted Playstation and asked for a full refund. If I were you, I would wait to buy stubs until Playstation or SDS figure out the bugs first.
