Is xbox Live Gold required to play The Show 21 on xbox series x?

It would be required to play online. Events, DD H2H games, Battle Royale... but I don't believe it would be required for some online functions like downloading rosters from the vault or official SDS roster updates.

OK to assume playing just franchise against CPU doesn't require xbox Live Gold? Also, safe to assume not needed for downloading from community vaults?

Thats correct. You can download from the vault without it, unless it's different than ps plus. You can play anything offline. DD, franchise, rtts, everything except actual pvp stuff.
