Yes, online cross-play is available across platforms (PS5 to Xbox Series X & PS4 to Xbox One) as well as within console ecosystems (PS5/PS4 and Xbox Series X/Xbox One)
PS4 and PS5 players will be able to play together. Will PS4 players be at a disadvantage? Maybe, maybe not. It will likely be no different from someone playing 20 on PS5 vs. PS4. The game was literally just announced today. I'm sure your questions will be answered more directly leading up to launch. In the mean time...maybe just relax and wait.

I now own both a PS5 and a PS4 Slim. I plan to get the Collector's edition so that I can play MLBTS21 on either console. (I take the PS4 with me whenever I travel - the PS5 definitely is not "portable". I just hope the Collector's edition isn't more than $99 - we'll find out Wednesday.
