There’s also the excitement factor, of which the earliest guys have little to no excitement around their derbies. That’s pretty much the first 4 or 5 years (Dawson, Davis, Sandberg, Parker). Of course, Griffey would be the most exciting guy but like I said with the 95 in the game they probably won’t want to lower the price on him.
EDIT: I actually made it 5 legends and 7 flashbacks, but I still think these predictions make the most sense.

The reason I included Ripken is because he was one of the first to absolutely dominate the derby, and because there aren’t too many more recent guys. Could swap Stanton in for him.

I assume Todd Frazier, because he is not likely to get any other type of FB card, certainly not one like that.

Because of popularity, I expect the collection reward to either be Gallo or Alonso. So 11 cards, and the 12th is a collection.
They could also do a tiered collection like they did with prospects.

Like I said in a comment above, Gallo has never participated in the HRD, so a HRD card for him would be more ridiculous than the future stars IMO
