I remember someone posted something about this a couple of years ago, and he broke down the days, times, and opponent levels, etc...Of course he received a lot of negative feedback from the community...lol.
From my own experience, in "normal years", playing on weekends will give you a greater pool of players to match up against, which is good. I also have noticed that playing late night/early mornings you will have an increased chance, unfortunately, to play someone over seas, like in Korea, in which the gameplay is terrible due to network latency.

If you have insomnia and find yourself up in the wee-wee hours of the night, do not play RS. I do well until about 1 AM. After that it seems like only the hardcore no-lifers are in queue.
