Who is the glitchiest/unfair CAP windup in the game???

I went to the market today to buy hornsby and filtered to his name, and a 91 popped up. I have never seen it before, where did he come from and what makes him so special to be so expensive?

where do you think Arozarena is going to get upgraded to in the roster update on friday?? Just curious
