The outlier quark is a passive quark, like bomber. It merely indicates that the pitcher can achieve the maximum in game velocity (102mph) on the pitch in question. If Nate Pearson consistently throws 102mph with his fastball, the card would indeed have the outlier quark for that pitch. Some pitchers, like SS Nolan Ryan have both outlier 1 and 2 quark, which indicates they can achieve maximum in game velocity (102mph) with both the primary and secondary pitches in their arsenal.

Its not a feature that would make or break the game but a custom batting stance creator would be cool. Choose things like hand placement on the bat, how high you hold your hands, 1 or 2 hand release. Certain things could have an effect on the swing speed.
