Is uninstall/reinstall the suggested solution at this point? For all systems?

This is happening to me on XBX and Switch. I sent a ticket, but doubtful they do anything about it.

No it's my other account... can't access community market...it says access restricted

Same. I figured it was everyone, but SDS's response makes me think it's a select group.
